Principle of a coffee shop to be assessed with historic employment use associated with the site.  Requirement to demonstrate no material harm to the highway capacity and safety.  High quality design was an essential element due to the prominent corner location. 


KEW Planning successfully negotiated with Stroud Highways officers, with input from ADL Transport, that the concerns regarding the severe impact on the local road network with queuing traffic would not cause material harm.
